It's mostly usage-based, yeah. Scales with what you're actually using, so you're not paying for idle capacity. Pretty transparent from my experience.

The serverless option is great cause you only pay for what you use, like reads/writes and storage. No minimum commitments for that one, afaik. Pod-based is where you commit to resources.

Both are solid, but Pinecone's scaling capabilities and managed service often win out for really large, high-throughput applications. Weaviate's good too, but might require more ops work on your end.

Serverless is easier to get started and manage, no need to think about capacity upfront. Pods give you more control and can be cheaper at very high, consistent loads, but you have to manage scaling yourself more.
